Chapter One: Introduction

1.1 Background of the Study

Urban planning in Nigeria is an essential process for managing the growth of cities and improving the quality of life for residents. However, the process often faces numerous challenges, one of the most significant being the influence of local politics. In Ilorin West Local Government Area, Kwara State, urban planning initiatives are impacted by political dynamics that shape decisions regarding land use, infrastructural development, and service delivery. The local political environment in Ilorin West, characterized by power struggles, patronage networks, and political affiliations, often influences the direction of urban planning policies. These political influences can lead to biased planning decisions, resulting in urban development that benefits certain political groups or individuals while neglecting the broader public interest (Sule & Adebayo, 2023). Additionally, political instability and corruption can affect the allocation of resources for urban development projects, further complicating the urban planning process. Despite the growing importance of urban planning in shaping the future of cities like Ilorin, there is limited research on how local politics affects planning decisions in the area. This study seeks to investigate the role of local politics in urban planning in Ilorin West LGA, with a focus on political interference in decision-making, the relationship between local political leaders and urban planning officials, and the implications for urban development.

1.2 Statement of the Problem

The urban planning process in Ilorin West LGA faces significant challenges due to political interference. The influence of political actors often results in urban planning decisions that are more aligned with political interests rather than the genuine needs of the residents. This situation leads to poorly planned developments, inadequate infrastructure, and unequal distribution of resources. While urban planning is intended to address the needs of the growing population, political considerations often take precedence, which undermines the overall effectiveness of planning initiatives. This study seeks to address the gap in understanding how local politics shapes urban planning decisions in Ilorin West, with a focus on the consequences for urban development and public welfare.

1.3 Objectives of the Study

1.6 Significance of the Study

This study is significant because it will provide valuable insights into how local politics influences urban planning in Ilorin West LGA. The findings will inform policymakers and urban planners about the potential challenges posed by political interference in the planning process, enabling them to develop strategies for mitigating these challenges. Additionally, the study will contribute to the broader academic discourse on urban governance and planning in Nigeria, offering recommendations for improving urban development practices in the country. The results will be particularly useful for local government officials, urban planners, and civil society organizations working in the field of urban development.

1.7 Scope and Limitations of the Study

This study focuses on the influence of local politics on urban planning in Ilorin West Local Government Area, Kwara State. It examines the impact of political dynamics on urban development decisions and the relationship between local political actors and urban planning officials. The scope is limited to urban planning policies and practices within the LGA, excluding other areas of governance. Limitations include potential difficulties in accessing information due to political sensitivity and the lack of comprehensive records on urban planning decisions.
